President Rutherford Hayes felt that the economic distribution of wealth should be equalized. In otherwords, giving American working families as close to an equal economic footing as those with more wealth & thus a better chance in life.

"Free government cannot long endure if property is largely in a few hands, & large masses of people are unable to earn homes, education, & a support in old age."
