Dear Jeff:

I realize that with the changes & compromises to the Education Act that you as Minister have to strike a balance. Please remember though that even though students learn differently today than they used to, its not right to grade students on only their completed work. To give students 85% of 80 marks when they have an incomplete assignment/test for 20 marks for example is unethical as they haven't earned it. I believe you should tell all schools that hand out incompletes that you won't be letting them have the priviledge of giving out anymore.
